The director was sober for six-and-a-half years before he began drinking again while writing the script for the movie. The movie finally got made after seven years in development. The film shot entirely on location in Puerto Rico. Despite the beautiful tropical setting, uncharacteristically bad weather delayed many shooting days throughout production. The carnival scene, which included over extras, had to be shot twice. He requested that portions of Pirates of the Caribbean: On Stranger Tides be shot on the island based on his positive experiences shooting there on The Rum Diary.

The primary location was the historic and oldest areas in the capital city of San Juan. Old San Juan, founded in , features classical colonial architecture that movie makers love. Located along a pristine stretch of beach in an area, west of San Juan, called Vega Baja. The roads along which the aerial shots of Depp driving the Corvette were also filmed in this area.
